Ángel Ruiz Blanco, Director

Ángel Ruiz Blanco is an attorney currently licensed only to practice law in Spain where he grew up and attended law school at the University of Sevilla (Spain).  In 2002 Mr. Ruiz Blanco moved to Walnut Creek, California where he currently resides with his family. He is the owner-director of “Spanish Global Solutions”, a small business that offers Spanish Consulting Services to business and professionals as well as Spanish language instruction, translation and interpretation services through “Tracamack Translators”.

Upon arriving to the United States and before opening his own business, Mr. Ruiz Blanco worked for several language schools and received training in a variety of teaching methodologies.  As a result of his experience, Mr. Ruiz Blanco developed a clear idea of his personal teaching philosophy and began to create his own materials.  In 2004 he opened a small tutoring, translation & interpretation business, Tracamack Translators, which is an active part of Spanish Global Solutions. Mr. Ruiz Blanco provides language instruction ranging from intensive professional language classes to tutoring and exam preparation.  Mr. Ruiz currently provides Spanish legal instruction to the Superior Court staff in various Contra Costa County locations as well as to sole practitioners.  In the past Mr. Ruiz provided Spanish instruction to the staff at the CCCBA. Mr. Ruiz Blanco offers translation and interpretation services specializing in important legal and technical situations.  He is referred by the Spanish Consulate of San Francisco and is on their list of accepted translators.

In 2006 Mr. Ruiz Blanco began working for the Contra Costa County Bar Association as the Coordinator of Bilingual Spanish Outreach & Development and the Moderate Means Program.  In this position, Mr. Ruiz Blanco developed bilingual applications, legal forms & publicity and translated web materials. Mr. Ruiz Blanco also proposed, developed & implemented a Volunteer Spanish Interpreter Program.  For the Volunteer Spanish Interpreter Program he created a bilingual training manual and designed and coordinated a training seminar for new interpreters.  In addition, Mr. Ruiz Blanco developed another program called The Contra Costa County Bar Association Spanish Interpreter Services (CCCBA-SIS), which provides Spanish interpreters to attorneys in Contra Costa County at reduced fees. In February of 2008 Mr. Ruiz left the CCCBA to pursue his consulting business full time but remains active with the CCCBA through volunteering his time to serve the community as a member of the Moderate Means Program Committee and as a presenter for the Spanish Volunteer Interpreter Program of the CCCBA.

With Spanish Global Solutions Mr. Ruiz Blanco has provided services and support to law firms interested in serving the Spanish-speaking community and he is currently working with the Superior Court of California (County of Contra Costa) to create and coordinate a volunteer Spanish interpreter program initially for several of their legal self-help clinics.  Mr. Ruiz Blanco is responsible for all aspects of the program from recruiting and interviewing a pool of interpreters to ensuring that background checks and paperwork are completed; from organizing and providing legal training in the field of law that they will interpret to contacting outside organizations and individuals to collaborate with the program; from supervising, evaluation and tracking interpreters hours to providing interpreters with support as a backup interpreter.  Throughout program development Mr. Ruiz Blanco will remain in regular direct contact with the Superior court and work together with them in order to obtain official recognition for this program so that interpreters will be credited for their time. This includes proposal preparation with descriptions, outlines, resumes, etc.   Ultimately Mr. Ruiz Blanco will visit online and local certified court interpreter programs to create a partnership for students to gain experience and create a bridge for future job opportunities once they are certified.

Mr. Ruiz Blanco is a member of the Contra Costa County Bar Association (CCCBA) the Ilustre Colegio de Abogados de Sevilla (Spain), the American Translators Association (ATA) and the Hispanic National Bar Association (HNBA).  He received the 2004 & 2006 Volunteer of the Year Award for his work with the San Francisco Bar Association Volunteer Legal Services Program (VLSP) serving underprivileged clients and assisting with legal interpretation and legal document translation.
